I have not served above the AG level, so I have only had to deal with
training, recruiting, retention, and Educational acheivements...you
know, the fundamental things.
However, folks higher up the organizational food chain start talking
about "per caps", and when they do they are typically in some type of
frenzy. A question about this term also arose in another thread here
in A.O.T.
My question-can someone please explain exactly what a per cap is, and
how it impacts a District in achieving Distinguished recognition?

To answer your question, I will say "yes".

Although I have never heard the term, I'd say that someone surely _can_
explain the term.
(just playin' around - after a lousy table topics performance at an area
contest)

Actually TI *strongly* discourages the use of the term "per caps" (per
capita payments) these days. It's a holdover from days past. These days it's
just called "payments". Each time a member renews, the district gets credit
for one "per cap". A long term member renewing twice a year gives the district
2 per-caps. Howeve because of the dates we submit renewals, a new member
signing up in say July and staying the year will give the district 3 per-caps
for that year, so the total may be a little more than twice the district
membership, though members not renewing in the second half of the year lower
that number. That's why there's such a push to charter new clubs in the 1st 3
months so the district can get triple per-caps.
It all matters because one of the 4 stated goals for a district to become
distinguished is Membership Payments (per-caps). That number is refigured each
year based on the previous year total plus an additional pecentage. Districts
are required to grow to be distinguished.

That's also why the Smedley Award is pushed. The "Talk Up Toastmasters"
campaign drives for double per-caps from new members, and the "Beat the
Clock" program tries to eke out those last few new per-caps.

The best definition of a per cap that I've heard is that you count one every |
time the cash register rings. It's basically a membership for all or part of
the six month dues period i.e. April through September or October through
March. A very rough calculation is that two per caps represents one member.
TI doesn't use the term per cap any more, they call these "membership
payments".
