One of the things I am involved in is a Sister City Group between
Tucson and Almaty (Kazakhstan). Our next meeting is Wed. and our
Division Governor likes the idea of bringing them Toastmasters.

Most of the Kazakhs are students at the University of Arizona or high
school exchange students. In other words, they are here to study, then
return.

Would it be better to go there and start it, or set up say a Success
Leadership for them and have them bring it there. (Because I belong to
this group, I could be sent there eventually).
