What is the purpose of a district's speakers bureau and how does it operate?

The purpose would be similar to that for any other speaker's
bureau. That is, to help match people who want to speakon
certain topics up with groups who are looking for speakers
on those topics.

Important emphasis, of course, being on mutual topics of
interest.

One angle a District speaker's bureau could follow is
matching speakers who are looking for opportunities to speak
on Toastmasters topics with Toastmasters clubs. For
example, someone with a good track record on club membership
building might be willing to do presentations for clubs that
are struggling with membership building. A District
speakers bureau could help match these people up with these
clubs.

That is, of course, in addition to matching Toastmasters
speakers with expertise in certain areas up with community
groups looking for speakers in those areas.

cannot make one. He would have to ask an
engineer to do it for him.
