I was looking at District performances reports, sorted by name and I
noticed that one person was listed for 5 CCs', one each for a different
club in a priod of dated for diffrent dates in a period od 2 weeks.

Does it mean this person did 50 separate speeches, they are repating
soem of the speechs at diffrent clubs and counting those as spereate
speeches?

It is possible.

But without knowing the details we can't know for sure.
